The Red Cross and the Red Star: Humanitarianism and Communism in the 20th c.<\/strong><\/p>\n\n\n\n<p><strong>18-19 January 2024<\/strong> &#8211; University of Fribourg, Switzerland<\/p>\n\n\n\n<p>Organisation: Jean-Fran\u00e7ois Fayet, Marie-Luce Desgrandchamps, Marie Cugnet, Donia Hasler<\/p>\n\n\n\n<p>Funding: Swiss National Science Foundation \u2013 University of Fribourg<\/p>\n\n\n\n<p>Throughout the 20th century, humanitarianism and Communism developed complex&nbsp;relations made up of confrontations, challenges and (often frustrated) opportunities both at an ideological and practical level. This conference aims to explore the reciprocal interactions between the Red Cross Movement \u2014 the International Committee of the Red Cross (ICRC), the National Red Cross Societies (NRCS), the League of Red Cross and Red Crescent Societies (LRCS, now known as the Federation) \u2013 and Communist (or more generally of Marxist inspiration) regimes and organizations, between 1917 and 1991.<\/p>\n\n\n\n<p>As both national and transnational phenomenon, revolutionary struggles involved actors and victims that were not covered by international humanitarian law. As early as 1917, humanitarians were confronted with the problem of the categorisation of civil wars, which complicated the establishment of who were responsible for applying the rules of war and defining the status of captured soldiers. Depending on the point of view of the belligerents, these soldiers were considered as political prisoners, criminals, or combatants. At the end of the Second World War, the emergence of People&#8217;s Democracies and the reshaping of humanitarian law led to a significant shift, the USSR actively participating in the Movement. They even went&nbsp;as far as to claim paternity of the Red Cross.&nbsp;Despite significant tensions, the USSR and its allies became actively involved in the drafting of the Geneva conventions of 1949 and the Additional protocols of 1977. They also used the Movement to develop a common humanitarian diplomacy among the National Societies of the communist countries united in the &#8220;noble struggle for peace&#8221;. Although communist regimes remained largely closed to humanitarian intervention on their own territories, they did not fail to use their National Societies to project themselves abroad and play on the rivalries between the ICRC and the League. During decolonization, some of the national liberation movements aligned with Marxism did not hesitate to use the Movement to obtain resources or forms of recognition on the international stage.<\/p>\n\n\n\n<p>Despite the opening up of the archives following the disappearance of the Communist regimes on the European continent, as&nbsp;well as those of the Red Cross Movement,&nbsp;the relationship between Communism and the Red Cross has long remained overlooked by the historiography. This conference aims to examine this question as part of a global history of humanitarianism which has been significantly renewed over the last few years. The organizers of the conference propose to focus more particularly on the three following research themes:<\/p>\n\n\n\n<p>&#8211; The first research theme explores questions of ideology and politics. How far did different concepts of solidarity, categories of armed conflicts and their victims, as well as understandings of international law, coexisted or clashed throughout the century? How did these tensions manifest themselves? How did different actors attempt to bypass these conflicts, or sometimes to exacerbate them? We invite papers considering both the anti-Communism of some Red Cross institutions and alternative humanitarian models proposed by Marxist actors.<\/p>\n\n\n\n<p>&#8211; The second research theme examines the place of Communist regimes and Communist Red Cross societies within the Movement, both at an institutional and diplomatic level. The first aim is to explore the history of the Red Cross societies in Communist countries. What were the specific features of these national societies? To what extent did their alignment with the government spark debate within the Movement? What were the dynamics that existed between them and how did they collaborate with the rest of the Movement? The second aim is to analyse the role that they played at a diplomatic level, as well as their interactions with representatives of Communist states. To what extent did they try to influence the main decisions of the Movement during international conferences and to shape the codification of humanitarian law? How did they promote specific forms of humanitarian diplomacy within the Movement?&nbsp;<\/p>\n\n\n\n<p><strong>&#8211;<\/strong>&nbsp;A third research theme focuses on practices in the field, particularly in the context of revolutionary wars, uprisings or repression. What were the specific problems that humanitarian actors faced when they wished to obtain access to prisoners classified as political and, more generally, territories controlled by Communist authorities, in a context of conflict, or even of natural disaster? Conversely, how did revolutionaries mobilize the Red Cross Movement? To what extent did the involvement of the Red Cross Movement represent a threat, or on the contrary a resource? And how did these perceptions change over the course of the 20th century?&nbsp;<\/p>\n\n\n\n<p>Proposals can be submitted in English or French (an abstract of max. 300 words and a short biography of max. 150 words) by&nbsp;<strong>25 June 2023<\/strong>&nbsp;to&nbsp;<a href=\"mailto:redcross-redstar@unifr.ch\">redcross-redstar@unifr.ch<\/a>. Partant de ce constat, ce colloque souhaite explorer l\u2019ensemble des interactions, actions et influences r\u00e9ciproques entre le Mouvement Croix-Rouge \u2014 le Comit\u00e9 international de la Croix-Rouge (CICR), les Soci\u00e9t\u00e9s nationales de la Croix-Rouge (SNCR), puis d\u00e8s 1919 la Ligue des Soci\u00e9t\u00e9s de la Croix-Rouge et du Croissant-Rouge (LSCR, actuelle F\u00e9d\u00e9ration) \u2013 et les r\u00e9gimes et organisations communistes, ou plus g\u00e9n\u00e9ralement d\u2019inspiration marxiste entre 1917 et 1991.<\/p>\n\n\n\n<p>Ph\u00e9nom\u00e8ne \u00e0 la fois national et transnational, les luttes r\u00e9volutionnaires ont en effet favoris\u00e9 l\u2019\u00e9mergence de conflits ainsi que d\u2019acteurs et de victimes \u00e9chappant au droit international humanitaire. D\u00e8s 1917,&nbsp;les humanitaires ont ainsi \u00e9t\u00e9 confront\u00e9s \u00e0 des probl\u00e8mes de cat\u00e9gorisation des guerres civiles, emp\u00eachant la d\u00e9signation des responsables de l\u2019application des r\u00e8gles de la guerre, et de d\u00e9finition du statut des soldats captur\u00e9s, qui en fonction du point de vue des bellig\u00e9rants sont consid\u00e9r\u00e9s comme des d\u00e9tenus civils, des criminels ou des combattants.&nbsp;Mais au sortir de&nbsp;la Deuxi\u00e8me Guerre mondiale, tant l\u2019\u00e9mergence des D\u00e9mocraties populaires que les enjeux li\u00e9s \u00e0 la refonte du droit humanitaire am\u00e8nent les Sovi\u00e9tiques \u00e0 faire le choix de la participation au sein du Mouvement, ces derniers allant m\u00eame jusqu\u2019\u00e0 revendiquer la paternit\u00e9 de la Croix-Rouge.&nbsp;En d\u00e9pit de fortes tensions, l\u2019URSS et ses alli\u00e9s s\u2019impliquent activement dans l\u2019\u00e9laboration des conventions de Gen\u00e8ve de 1949, puis des protocoles additionnels de 1977.&nbsp;Ils se saisissent aussi du Mouvement pour \u00e9laborer une diplomatie humanitaire commune aux Soci\u00e9t\u00e9s nationales des pays communistes unies dans la \u00ab&nbsp;noble lutte pour la paix&nbsp;\u00bb.&nbsp;Si les&nbsp;r\u00e9gimes&nbsp;communistes demeurent largement ferm\u00e9s aux interventions humanitaires sur leurs territoires,&nbsp;ils ne manquent pas d\u2019utiliser leur Soci\u00e9t\u00e9 nationale pour se projeter \u00e0 l\u2019\u00e9tranger et jouer sur les rivalit\u00e9s du CICR et de la Ligue afin d\u2019imposer leurs conditions. Pendant la d\u00e9colonisation, certains des mouvements de lib\u00e9ration nationale se r\u00e9clamant du marxisme n\u2019h\u00e9sitent par ailleurs pas \u00e0 utiliser le Mouvement pour obtenir des ressources ou des formes de reconnaissance sur la sc\u00e8ne internationale.<\/p>\n\n\n\n<p>Malgr\u00e9 l\u2019ouverture des archives r\u00e9sultant de la disparition des r\u00e9gimes communistes sur le continent europ\u00e9en,&nbsp;et de celles du Mouvement&nbsp;Croix-Rouge,&nbsp;la relation entre le communisme et la Croix-Rouge est longtemps rest\u00e9e un impens\u00e9 de l\u2019historiographie. Ce colloque vise \u00e0 inscrire cette question dans une histoire globale de l\u2019humanitaire en plein renouvellement, en privil\u00e9giant une approche sociale et politique des acteurs et des actrices impliqu\u00e9.e.s dans cette dynamique de confrontation et d\u2019inclusion. Le comit\u00e9 d\u2019organisation du colloque propose d\u2019articuler le questionnement autour des trois axes de r\u00e9flexion suivants.<\/p>\n\n\n\n<p>&#8211; Un premier axe s\u2019int\u00e9ressera au niveau id\u00e9ologique et politique. Comment des conceptions diff\u00e9rentes de la solidarit\u00e9, des conflits arm\u00e9s et de leurs victimes, ainsi que du droit international sont-elles entr\u00e9es en tension&nbsp;? Comment se sont-elles manifest\u00e9es et comment les diff\u00e9rents acteurs en jeu ont-ils cherch\u00e9 \u00e0 les contourner ou parfois \u00e0 les exacerber&nbsp;? Tant l\u2019anticommunisme de certaines des institutions de la Croix-Rouge, que les critiques et les mod\u00e8les alternatifs propos\u00e9s par les acteurs se r\u00e9clamant du marxisme seront au c\u0153ur de la r\u00e9flexion.<\/p>\n\n\n\n<p>&#8211; Un deuxi\u00e8me axe portera sur la place des r\u00e9gimes communistes et des Croix-Rouges communistes au sein du Mouvement, tant sur le plan institutionnel que diplomatique. Il s\u2019agira d\u2019une part d\u2019interroger l\u2019histoire des Croix-Rouge des pays communistes. Quelles sont les sp\u00e9cificit\u00e9s de ces soci\u00e9t\u00e9s nationales&nbsp;? Dans quelle mesure leur alignement avec le gouvernement fait-il d\u00e9bat au sein du Mouvement&nbsp;? Quelles sont les dynamiques qui existent entre elles et comment collaborent-elles avec le reste du Mouvement&nbsp;? D\u2019autre part, on cherchera \u00e0 saisir le r\u00f4le qu\u2019elles jouent et que jouent les repr\u00e9sentants des \u00c9tats communistes sur le plan diplomatique. Dans quelle mesure essayent-ils d\u2019influencer les grandes orientations du Mouvement lors des conf\u00e9rences internationales et de peser sur l\u2019\u00e9laboration du droit humanitaire&nbsp;? Comment organisent-ils des formes de solidarit\u00e9s et promeuvent-ils une diplomatie humanitaire sp\u00e9cifique au sein du Mouvement&nbsp;?&nbsp;<\/p>\n\n\n\n<p>&#8211; Un troisi\u00e8me axe se placera au niveau du terrain et des pratiques des acteurs du Mouvement de la Croix-Rouge notamment dans les contextes de guerres r\u00e9volutionnaires, d\u2019insurrection ou de r\u00e9pression. Quels sont les probl\u00e8mes sp\u00e9cifiques auxquels se heurtent ces acteurs quand ils souhaitent acc\u00e9der aux d\u00e9tenus qualifi\u00e9s de politiques et plus g\u00e9n\u00e9ralement aux territoires contr\u00f4l\u00e9s par des autorit\u00e9s communistes, en contexte de conflit, voire de catastrophes naturelles. A l\u2019inverse, comment les r\u00e9volutionnaires mobilisent-ils le Mouvement de la Croix-Rouge&nbsp;? Dans quelle mesure le recours \u00e0 ce dernier repr\u00e9sente-t-il une menace, ou au contraire une ressource&nbsp;?
